Is humanitarian intervention needed?

(Case study on humanitarian intervention NATO in Libya on 2011).


Humantarian intervention means a humanitarian assistance from the other states or an international organizations to the state who are in conflict. Usually, humanitarian intervention shaped a military assistance, food assistance, or rebuild a country who are in conflict. The problem is humanitarian intervention is often use as an excuse for an institusion to pursue their interest.


The example is, when NATO doing a humanitarian intervention in Libya in 2011. As we can see on 19 march 2011, a multi state from NATO had been started the military intervention in Libya, ostensibly to implement the Convention of United Nations Security Council on 1973. The intention and voting were to have an immediate ceasefire in Libya, including an end to the current attacks against civilians. The first country who started the military action is French. Humanitarian reason is the justification to protect the civilians who are not in war. More over, the Europa Union give pass sanctions against Muammar Al - Qaddafi, also freezing his family funds abroad. The things that make this situation appear are when Qaddafi take decision to fight the rebels by shooting them brutally and carrying out airstrikes to the demonstrators. The first thing that the demonstrator want is a revolution in Libya. When the government of Qadaffi ruling, Libya became undemocratic country. It because there is no elections in Libya since Qadaffi ruling the country. Qadaffi rejects the revolution because he feels he has done to much for his country.


Back to the main problem, until now the humanitarian intervention has still debated. In contemporary political debates, the Libya intervention tends to remembered as an administration soap opera, focused on the role Clinton or Susan Rice or Samantha power played in advising Obama to through with it (micah zenko in foreignpolicy.com). There is an unbalanced action that NATO takes to clear the conflict. NATO considered doing a weapons transfer to the rebels. In the resolution it is stated that there should be no transfer of arms to the conflicting parties. Actually the thing that still has debated is what is the interest of NATO doing in this intervention? after reading from various sources i found that the interest of NATO and the allies were be able to secure the position of oil from western countries that had alliances in NATO.



According to the author, actually humanitarian intervention is very important to be done by the authorities because this is related to humanitarian issues in the country. But it’s better if the parties that involved in this situation are truly neutral in carrying out their actions and on behalf humanity, not on behalf of their interest in the conflict.
